I am an applied health economist and federal program evaluator, now at NORC at the University of Chicago as a Research Scientist. My work spans causal inference frameworks for CMS, CMMI, CDC, and state agencies — covering value-based care, Medicaid policy, and healthcare market consolidation.
On the evaluation side, I co-lead the quantitative evaluation of ACO-REACH, CMMI's largest national ACO program, where our analysis contributed to identifying $1.643B in federal expenditure savings and directly informed CMS model continuation decisions. I also built the end-to-end cost and market impact review (CMIR) framework for California HCAI, delivering economic opinions on M&A cases including Astrana Health and NOR Healthcare. On the methods side, I deploy DiD, regression discontinuity, and propensity score matching to isolate program effects and translate causal estimates into actionable policy recommendations.
More recently I have been working on private equity consolidation in healthcare markets, including deploying an on-premise LLM to extract PE–provider ownership linkages from unstructured legal and financial databases — the kind of mapping that structured data alone can't get you. I am also finishing a part-time Master of Applied Science in CS (AI focus) at Penn, augmenting my econometrics toolkit with ML for real-world evidence generation.
Before NORC, I was a Medical Research Intern at COTA, where I built survival analysis and synthetic control arm pipelines for ICI therapy outcomes — work that triggered company-wide protocol changes. Prior to that: External Consultant at the World Bank Group (HEFPI and MICS ETL pipelines across 38 countries); Quantitative Analyst at the Immigration Research Initiative (labor market modeling for immigrant populations in NY); Data Analyst at the Fiscal Policy Institute (analysis cited in the $2.1B Excluded Worker Fund allocation); and Lecturer at CUNY teaching econometrics and macroeconomics.
